You need to stop watching those conspiracy videos on youtube.
It would take much longer than 8 years to terraform a planet like the moon into a livable basis for a race as immence as ours. And dont think that theyll just take america, that would go absolutely nowhere with the UN,
To terraform a planet like the moon, including the prices for fuel, the terraforming equipment and the crew,it would take around 16trillion dollars american, and about 35 years of training for the crew, not to mention an unfathomable amount of new equipment for the travel there and back.
The size of terraforming equipment to date is way to big to be carried anywhere effectively.
And mars is waaaay bigger than the moon, and conciderably less livable. And plus the temperatures on both planets are much too eratic for us to cope with as a race. Sickness would thrive, we'd have to reinstate many many many laws because all of them refer to city's states and countries. Crime would boom.
And finally. The moon has NO atmosphere, and mars' atmosphere wouldn't hold off nearly as many UV rays as nessesary to keep us from getting skin cancer or burning to death.
Sorry to crush your hopes and dreams. But dont hold your breath kid.
